It's the law:

Every parent gets 16 hours time off per year for school activities

State law requires employers to give employees 16 hours of leave during the school year to attend their child(ren)'s conferences or classroom activities. Parents are expected to let employers know about their plans in advance and make every effort to disrupt their workplace operations as little as possible.

The law does not guarantee that the time off be paid, but paid vacation or other paid leave time may be used. Many parents are unaware of this lay. Regular notices in school newsletters can raise awareness of this important parental rights.
